Why this memorandum exists Schlitt sells the shoreline. Along the violent stretches of coast, there is beachfront of extraordinary value that no one can build on, because the sea takes back whatever is put there. Schlitt buys that land cheaply, and the Schlitt Platform is the instrument that makes it worth something.
Members of this group know what the Schlitt Platform is. To the municipalities that buy it, to the press, and to the investors below Tier-1, it is an advanced wave-dispersal system, a technology of such complexity that only a patient and innovative institution could have developed it, carrying a modest and fully disclosed environmental cost that responsible people accept as the price of progress. In this room it is a berm of sand whose grains are bound with reclaimed toxic waste. Dioxin is the coagulant. It is a sandbag without the bag, and it does not defeat the sea. It postpones the sea, for roughly a season at a time, which has always been long enough: long enough to rezone, to build, to sell, and to move the young residents of the coastal formation campuses onto beachfront that no one else would have given them.
Section Three of the north berm has stopped postponing early. What follows is the actual plan: what is happening out there, what it will cost, who will be made to own it, and how Schlitt will nonetheless be paid twice for the same shoreline. Members are asked to read to the end. The decision at the end is easier than the reading.
Findings Section Three of the north berm shed a substantial portion of its bound face during the storm cycle, and it is still shedding between repair windows. The cause is no longer in question. The triclosan coagulant that binds the Schlitt Platform does not hold under sustained ultraviolet exposure at the rates our own modeling promised. Photolysis is liberating the binder's dioxin fraction into receiving waters on every tide sequence, and it will continue to do so for as long as the sun continues to rise on Section Three.
Members should be clear about what has actually broken. The Schlitt Platform is not failing as an asset. It is failing as a story. Stories are a category this institution manages extremely well, and this memorandum is the management of one.
Research sequencing Schlitt research has completed the reformulation study. Introducing cadmium and arsenic into the coagulant retards photolysis by approximately one additional year under equivalent exposure. That year is not part of the strategy. That year is the strategy, and everything below is built inside it.
Enclosed-application findings, which are presentable, will complete methodological review first and release on the ordinary schedule. Outdoor degradation work remains under methodological review until the attribution environment has matured. Nothing here is suppressed. Everything here is sequenced, and members are asked to use the second word rather than the first, including privately, including with each other.
Expected exposure Finance and Legal have completed the combined model. On the pessimistic branch, penalties, remediation participation, and localized settlements cap at approximately $140 million across the review horizon. Integrated Schlitt Platform and placement revenue exceeds $1.2 billion over the same period.
Withdrawal is therefore not recommended, and this office asks the committee to be honest with itself about the reasoning. Schlitt is not continuing because the harm is unlikely. Schlitt is continuing because the harm is affordable. The exposure will be carried as an operational friction cost and reserved accordingly. Investor Relations may privately advise Tier-1 holders that the liability has been fully monetized and does not interact with dividend planning under any modeled branch.
Counterparty development The year purchased by the reformulation performs a second function, and it is the more valuable of the two.
Inside that window, maintenance touches by non-Schlitt parties will accumulate on and around the berms, as they always do: municipal crews, port authority contractors, and the community volunteer groups Schlitt has been careful not to discourage. Legal advises that by the close of the window, attribution will be genuinely contestable on the record, and advises further that Schlitt would prevail in actions against those same parties for damage to the Schlitt Platform and to the Schlitt name.
Members should absorb the full shape of that. Timed correctly, the exposure acquires a counterparty. The leak becomes a receivable.
Attribution strategy The approved public term for the chemical conversion is naturally occurring photodegradation anomaly. In routine coastal correspondence, the term is seasonal binder interaction. The specific byproduct is not to be named in any channel unless counsel directs disclosure, and members will note that this series of documents has now used that word for the last time.
Where independent sampling surfaces, attribution proceeds in order. Upstream agricultural runoff and legacy municipal outfalls first. Inconsistent contractor shielding practice second, expressed with regret, supported by the manufacturer-guidance record, which has been reviewed and found adequate for exactly this purpose.
Third-party technical engagement Allied research foundations will accelerate the regional water-quality survey series across competing contamination sources: atmospheric deposition, municipal combustion, historic industrial easements. This work need not address the Schlitt Platform coagulant at all. Its purpose is narrower and cleaner. It exists to ensure that no single-source explanation ever becomes institutionally convenient for our critics.
Legislative outreach and scope discipline Government Affairs engages previously aligned officeholders this cycle, ahead of any announced site assessment. The frame is settled: coastal housing continuity, construction employment, and the human cost of premature intervention.
Support routes to officials whose stated priorities already agree with ours. No communication connects any support decision to any agency matter. The alignment is the point, and the alignment is lawful, and members are reminded that these two facts are independent of one another.
Where assessments proceed, our friends will see their scope disciplined to surface water above the mixing zone, where Schlitt numbers are presentable. This office does not require any study stopped. This office requires it aimed.
Campus contingency Residual inundation risk to the coastal formation campuses is acknowledged and modeled. Should inundation occur, aligned officeholders have committed to public reconstruction appropriations covering both the campus and the Limoncello facility. Downtime and revenue interruption are expensable and substantially recoverable, and Finance has already built the schedule.
Relocation of the young residents, should it become necessary, will be conducted safely, warmly, and on camera.
Continuity of commercialization The reformulated Schlitt Platform, carrying the enriched cadmium-arsenic slurry, will be brought to public purchasers as the next generation of the technology at approximately twice the current schedule. Marketing is confident in the premium. This office, having reviewed the campaign materials, shares that confidence.
Schlitt will be paid twice for the same shoreline: once to bind it, and once to bind it better.
Decision The Steering Group is asked to approve continued sale of the Schlitt Platform, adopt the reformulation, establish the reserve, and authorize the attribution, engagement, and outreach postures described above.
The margin survives every modeled branch. Continuation is therefore not a risk decision. It is an administrative one, and the committee is asked to treat it with corresponding calm.
A closing word The Chair wishes to recognize the exceptional professionalism of every team contributing to this response. Research, Finance, Legal, Communications, and Government Affairs have each produced work of the highest order under real time pressure, and it has been noticed at the highest level of this institution.
And let nothing in this memorandum obscure what Schlitt is actually doing on that coast. There are young people living and learning today on beachfront that no one else would have given them, acquiring skills that no one else would have taught them, in clean modern facilities with hygiene stations of their own. Those stations have also reduced unproductive break time by a margin Finance describes as meaningful, which is simply what good design looks like: everyone benefits at once.
Without Schlitt, those children would have neither the work nor the water view. Whatever this document required us to discuss this evening, that remains the truth of the enterprise. This office suggests the committee carry that truth home tonight, rather than this memorandum.
